Abstract
La tesis titulada: “Programa de Incentivos a la Mejora de la Gestión Municipal en la gestión de la Municipalidad Distrital de Lunahuaná, 2019”, estuvo orientada a estudiar la problemática que viene atravesando la Municipalidad Distrital de Lunahuaná en el cumplimiento de metas establecidas por el Programa Incentivos y su incidencia en la gestión, cuyo objetivo es evaluar la trascendencia del Programa de incentivos a la mejora de la gestión municipal en la gestión de la Municipalidad distrital de Lunahuaná durante el período 2019. La investigación corresponde a un enfoque cualitativo, de tipo estudio de caso, de nivel explicativo y de diseño estudio de caso de corte cualitativo. Se usaron las técnicas de análisis documental y entrevista, teniendo como muestra para la primera técnica la información manejada por la Municipalidad Distrital de Lunahuaná, así como los 9 funcionarios involucrados y 2 expertos en Presupuesto Público del Ministerio de Economía y Finanzas para las entrevistas, considerando un muestreo orientado por la información para maximizar la utilidad de la información de la pequeña muestra. La información recabada se registró, procesó y analizó en su totalidad, complementándose de manera intrínseca, y permitiendo responder a los cuestionamientos determinados en la fase inicial de la investigación. Se concluyó que el Programa de Incentivos a la Mejora de la Gestión Municipal trascendió de manera positiva en la gestión de la Municipalidad Distrital de Lunahuaná durante el período 2019.
The thesis entitled: "Incentive Program for the Improvement of Municipal Management in the management of the District Municipality of Lunahuaná, 2019", was oriented to study the problems that the District Municipality of Lunahuaná has been facing in the fulfillment of goals established by the Incentive Program and its impact on management, whose objective is to evaluate the significance of the Incentive Program for the improvement of municipal management in the management of the District Municipality of Lunahuaná during the period 2019. The research corresponds to a qualitative approach, case study type, explanatory level and qualitative case study design. The techniques of documentary analysis and interview were used, having as sample for the first technique the information handled by the District Municipality of Lunahuaná, as well as the 9 officials involved and 2 experts in Public Budget of the Ministry of Economy and Finance for the interviews, considering a sampling oriented by the information to maximize the usefulness of the information of the small sample. The information collected was recorded, processed and analyzed in its entirety, complementing each other in an intrinsic manner, and allowing to answer the questions determined in the initial phase of the research. It was concluded that the Incentive Program for the Improvement of Municipal Management had a positive impact on the management of the District Municipality of Lunahuaná during the 2019 period.
